This Commission will accept both written testimony and oral testimony. Oral testimony can be provided at the beginning of the meeting, when the respective agenda is called, or at the sole discretion of the Chair.  All written testimony will be a part of the permanent record and must be submitted either to: (i) this Commission’s clerk: Barbara.Kossow@hawaiicounty.gov; (ii) facsimile to (808) 323-4440; or (iii) mail to Game Management Advisory Commission, 74-5044 Ane Keohokālole Hwy., Bldg C, 2nd FL, Kailua-Kona, Hawai‘i 96740.

2. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: Interested persons who want to provide oral testimony on any agenda item may do so now, or at the time the specific agenda item is called.

3. ADMINISTRATIVE MATTERS:

  • Approval of minutes for the meeting held on December 16, 2025.
  • Communications/correspondence:
  • GMAC letter to Planning Director Jeff Darrow regarding Kau Forest Reserve Access sent on December 17, 2025, cc’d to DLNR, DOFAW, Mayor Alameda, County Council, Office of Sustainability, Climate, Equity and Resilience, Sierra Club and Na Ala Hele
  • GMAC letter to Mayor Alameda regarding cancellation of GMAC meetings in 2025 and the return to early evening meetings. Chair hand delivered letter on December 16, 2025.
  • First Quarterly Report 2025: Chair hand delivered to Mayor Alameda on December 16, 2025.
  • Two Commissioners’ attendance to Hawai’i State Legislature opening day January 21, 2026, update.

4. COMMISSIONER’S DISTRICT REPORTS:

a. Each Commissioner will provide updates and share concerns about their respective districts; Commissioners to decide on whether to add those topics at the next meeting and to invite the public to provide testimonies and presentations at their meeting. There will otherwise be no discussion or voting, which will be reserved for when it is itemized on a future agenda.

5. PRESENTATION:

a. Councilwoman Ashley Kierkiewicz to talk about game management in Puna and an update regarding GMAC’s comments on the County’s general plan.

6. OLD BUSINESS:

a. GMAC development of an informational/marketing brochure design markups for Commissioners to consider. Commissioner Aquinob.

b. Discussion and Decision Making: Draft GMAC 2025 second and third quarter reports. Commissioner Duerr

c. Discussion regarding recruitment of people to fill vacant GMAC seats.

d. Certificate of Appreciation to outgoing commissioners: Office of Management.

e. Discuss finding Solutions for Hilo Banyan Drive Isles fishing spot wall disrepair. County of Hawai`i is an Equal Opportunity Provider and Employer.

f. Discussion on 2026 meeting schedule.

g. The Commission intends to discuss topics for future GMAC agenda presentations. Chair Wong Chong

7. NEW BUSINESS:

a. Presentation from State of Hawaii about Fish Aggregation Device (“FAD”) to talk about the history, budget, and future of the FAD program.

b. GMAC discussion regarding Makahanaloa Fishing Association, denial of access and violation of SMA permit as well as the CDUP permit. SMA Permit – PL-SMA-2021-000007, TMK: (3) 2-8-012:028. GMAC may enter an executive session to consult with its attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities.

c. Sierra Club of Hawai’i Policy statement regarding feral pigs. Commissioner Duerr

d. Discussion of whether to issue a letter to the County, asking the County to purchase the Boy Scout Camp located between Waimea and Honoka’a, including the firearm and archery range.

8. ANNOUNCEMENTS:

a. Next Meeting: February 17, 2026, at 9:00 a.m. 25 Aupuni Street, Puna Conference Room, 1501, Hilo, HI 96720.

9. ADJOURNMENT.

Executive Session: This Commission anticipates it may convene in one or more executive sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. A two-thirds (2/3) vote pursuant to Hawai‘i Revised Statute Section 92-4 is necessary to hold an executive session. Executive sessions are closed to the public. Commissioners attending the meeting from private locations shall advise if any person is with them (except for the names of minors).

Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all Commission members participating in the meeting or with the “in-person” location identified in this agenda. This meeting may be in-person when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this subsection within 30 minutes after an interruption to communication, the remaining items on this agenda shall be continued to the next meeting.
