STATEMENTS FROM THE PUBLIC

This Commission will accept both written testimony and oral testimony. Oral testimony can be provided at the beginning of the meeting, when the respective agenda is called, or at the sole discretion of the Chair.  All written testimony will be a part of the permanent record and must be submitted either to: (i) this Commission’s clerk: Barbara.Kossow@hawaiicounty.gov; (ii) facsimile to (808) 323-4440; or (iii) mail to Game Management Advisory Commission, 74-5044 Ane Keohokālole Hwy., Bldg C, 2nd FL, Kailua-Kona, Hawai‘i 96740.

2. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: 

Interested persons who want to provide oral testimony on any agenda item may do so now, or at the time the specific agenda item is called.

3. ADMINISTRATIVE MATTERS: 

• Approval of minutes for the meeting on February 17, 2026.

• Communications/correspondence: Letter to P&R regarding Hilo Banyan Drive Isles fishing spot wall disrepair.

4. COMMISSIONER’S DISTRICT REPORTS: 

a. Each Commissioner will provide updates and share concerns about their respective districts; Commissioners to decide on whether to add those topics at the next meeting and to invite the public to provide testimonies and presentations at their meeting. There will otherwise be no discussion or voting, which will be reserved for when it is itemized on a future agenda.
           
5. PRESENTATION:

a. Kim N. Holland, Ph.D., Research Professor, Shark Research Lab at the Hawai’i Institute of Marine Biology (HIMB).  HIMB is a research institute of the School of Ocean and Earth Science and Technology at the University of Hawai’i at Manoa, which is located on Moku o Lo’e (Coconut Island) in Kane’ohe Bay, O’ahu. He will speak on the “Fish Aggregation Device Program” (FAD Program).

6. OLD BUSINESS:

a. GMAC development of an informational/marketing brochure design markups for Commissioners to consider.  Commissioner Aquino  

b. Discussion and Decision Making: Draft GMAC 2025 second and third quarter reports. Commissioner Duerr

c. Discussion regarding recruitment of people to fill vacant GMAC seats. 

d. The Commission intends to discuss topics for future GMAC agenda presentations. Chair Wong Chong  

e. Presentation by Planning Department regarding Makahanaloa Fishing Association’s complaint regarding fishing access at TMK: (3) 2-8-012:028, the public access easement on the Pepeekeo shoreline, and GMAC’s recommendations to the County’s General Plan.

f. Presentation: DOCARE will discuss new recruits and allocation of personnel on land and water. 

g. Presentation: USDA will discuss wild game harvest, game management, and game diseases. 

h. Presentation: Mauna Kea Oversight Authority will provide an update regarding hunting access on Mauna Kea

7. NEW BUSINESS:

a. GMAC report on the Permitted Interaction Group (PIG) investigates firearm range improvements at mile marker 16 on Saddle Road, also known as Camp Morita. Commissioner Justin Ackerman

b. GMAC report and discussion on the Permitted Interaction Group (PIG) regarding Rules and Regulations Related to Manta Ray Tours, headed by former commissioner Natalie Reynolds.  Commissioner Robert Duerr

c. The commission will discuss the sewer discharge issue in Keaukaha and who to invite for a presentation on the issue and if it has any effect on marine life. 

d. Decision making on whether to recommend to the mayor the removal of Commissioner Abel Aquino due to unexcused absences within a (12) month period per Commission Rule 3(d).

e. Discussion regarding whether GMAC meetings can be held from 6:00 p.m. to 8:00 p.m. and status of Commissioner vacancies. Also, determine if a PIG should be formed.  

f. Presentation: Nick Agorastos, Natural Area Reserves Systems (NARS) and Ian Cole of the Division of Forestry and Wildlife (DOFAW) to talk about fencing at 
Pu’u Maka’ala Kipuka Koa Unit

9. ADJOURNMENT.

Executive Session: This Commission anticipates it may convene in one or more executive sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. A two-thirds (2/3) vote pursuant to Hawai‘i Revised Statute Section 92-4 is necessary to hold an executive session. Executive sessions are closed to the public. Commissioners attending the meeting from private locations shall advise if any person is with them (except for the names of minors). 

Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all Commission members participating in the meeting or with the “in-person” location identified in this agenda.  This meeting may be in-person when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication.  If it is not possible to reconvene the meeting as provided in this subsection within 30 minutes after an interruption to communication, the remaining items on this agenda shall be continued to the next meeting.
