The County of Hawaiʻi Planning Department initiated the Kona Open Space Network (KOSN) Plan project, with Jacobs Engineering Group as the primary consulting firm. The KOSN represents a community-driven objective of the Kona Community Development Plan, aiming to establish connections between public open spaces, parks, neighborhoods, and historic sites. This plan seeks to maintain green drainage and flood control areas while preserving trees for shade and carbon absorption. Additionally, it intends to develop a network of pedestrian and bicycle trails on and off-road to encourage healthy and active lifestyles.
The Kona Community Development Plan Action Committee, along with its KOSN sub-committee, is credited for guiding the progress of this project over the years. Since 2015, the KOSN sub-committee has delineated the plan's visions and goals and contributed to shaping the project's scope.

Kona Open Space Network Project Update 11/13/2025
Join us to learn about the final Kona Open Space Network (KOSN) Conceptual Plan! The event will include a presentation by the Planning Department, consultants, and KOSN Subcommittee, highlighting the plan and projects designed to strengthen the network’s hubs and links. After the presentation, attendees are welcomed to view maps, ask questions, and talk story with the project team.
Community partners participating include the Pālamanui Dry Forest team, the Office of Sustainability, Climate, Equity, and Resilience (OSCER), hosting a native plant adoption, and the Kona Outdoor Circle. Food and drinks will be provided.
Visit the link below to watch the Nā Leo TV broadcast of the KOSN Open House, held on August 29, 2023. This public event was held at the Makaʻeo County Pavilion at the Old Kona Airport to kick off the project. An overview of the project, including the project history, definition and examples of open spaces, and project timeline, was shared. The public was asked to provide input via the project website.
