General Plan 2045

Effective June 26, 2026

The Hawaiʻi County General Plan 2045 was adopted by the Hawaiʻi County Council through Ordinance No. 26-46, effective June 26, 2026. The General Plan serves as the County's official long-range comprehensive plan, providing policy guidance for land use, housing, transportation, infrastructure, environmental stewardship, economic development, cultural and historic resource protection, climate resilience, and other topics that shape the future of Hawaiʻi Island.

The General Plan guides County decision-making and provides the framework for future planning efforts, regulations, capital improvement investments, other implementation initiatives.
